More accurately described, this indicator is an estimate of general volume within the period of time counted.
A common factor reducing the level of observation (i.e. undercounting) of this data is lack of the pyroelectric
sensor's ability to detect adjacent-travelling bicyclists or pedestrians (See page 10 in the following paper ~
